Understanding the Role of Our Town Administrator

Welcome to the Town of Lakewood Village, where effective governance and community service are at the heart of what we do.  The Town Administrator is a public official, appointed by the Town Council and in Lakewood Village also holds the statutory position required by Texas state law of Town Secretary.  Our Town Administrator, Linda Ruth, plays a pivotal role in ensuring that our town operates efficiently and serves the needs of our residents.  Here's a closer look at what the town administrator does:

Administrative Oversight: Linda Ruth is at the forefront of the legislative and administrative processes in local government and is responsible for overseeing the day-to-day functions of our town, ensuring that operations run smoothly and effectively.

Policy Implementation: Our Town Administrator implements policies and directives set by the town council, ensuring that decisions are carried out effectively and in accordance with all applicable regulations.

Community relations:  Linda Ruth serves in a non--political position that is the professional link between the town government, agencies of the government at all levels, and the community; addressing concerns, faciliting communication, and promoting civic engagement.

Strategic Planning: Linda Ruth is instrumental in long-term planning and development initiatives, working to enhance the quality of life for resients and promote sustainable growth.

Election & Court Administration:  Our Town Administrator functions much like the Secretary of State, and is the local official who maintains the integrity of the election process and facilitates the town's legislative process.  The Town Administrator also directs municipal court operations.

Professor William Bennett Munro, the eminent political scientist, in 1934 wrote:  “No other office in municipal service has so many contacts. It serves the mayor, the city council, the citizens, and all departments without exception. All of them call upon it, almost daily, for some service or information. Its work demands versatility, alertness, accuracy, and no end of patience. The public does not realize how many loose ends of city administration this office pulls together."

Linda Ruth has been an integral part of the Town of Lakewood Village since June 2007 contributing her extensive experience in municipal administration.  She began her career in public service at the City of Lewisville in 1991 where she specialized in Finance Administration.  Linda also served the as the Town Secretary/Town administrator for the Town of Hickory Creek, further honing her skills in municipal management

Linda is among the select group of Town Administrators in the State certified through a university program sanctioned by the 69th Texas Legislature.  In 2024, she achieved the prestigious Master Municipal Clerk status making her one of fewer than 45 professionals in Texas with this elite designation. 

While she has experience working in larger municipalities, Linda's heart lies in serving small cities where she can cultivate meaningful connections with the community members she serves.
